Article 153 of Malaysia’s Federal Constitution

Raja Petra KamarudinUmno Youth, in its recent Annual General Assembly, has asked the government to continue with the New Economic Policy (NEP) until such a time that the aspirations of this policy are met. The NEP, which was launched in 1970 after the infamous race riots of May 1969, was supposed to run for 20 years. By the end of the NEP in 1990 though, the 30% target set for the Bumiputera share of the economic pie fell far short, forcing the government to introduce a new policy that was basically the NEP in another form.Umno, the ‘trustee’ of the NEP, is now spearheading the ‘fight’ to elevate the lot of the Bumiputera community in the spirit of its Ketuanan Melayu struggle. But what is the status of the NEP and Ketuanan Melayu viz-a-viz Malaysia’s Federal Constitution? In the first place, are the NEP and Ketuanan Melayu constitutional?Most people have the impression that the NEP was a fast-track policy conjured in a hurry to address a critical problem facing the country then; race riots and the dissatisfaction of the Malay community with regards to the country’s economy being practically monopolised by the Chinese. They also think that the policy is meant only to address the economic problems faced by the Malays.Actually, the NEP is a two-prong ‘weapon’. First, it was to address the disparity between the different races -- and this would include the Indians and all the minority ethnicities or natives of Sabah and Sarawak as well. Second, it was to address the gap between the haves and the have-nots -- and this would mean Chinese at the bottom rung of the economic ladder as well (as not all Chinese are millionaires and there are also Chinese who are poor or destitute).The truth is, the NEP is not ‘new’; meaning, created only in 1970. For all intents and purposes, the NEP, though it was never called that in the beginning, was always with us and was part of the Merdeka ‘package’, in that it had been written into Malaysia’s Federal Constitution. Therefore, whether one likes it or not, the NEP was something agreed by all races even before Malaya gained independence in 1957. The only thing is, it was never given any name (NEP) and was not aggressively implemented until 13 years after Merdeka.Well, before you start debating this issue, maybe you should read what Article 153 of the Federal Constitution has to say about this matter.Article 153 of the Malaysian ConstitutionArticle 153 - Reservation of quotas in respect of services, permits, etc., for Malays and natives of any of the States of Sabah and Sarawak.
(1) It shall be the responsibility of the Yang di-Pertuan Agong to safeguard the special position of the Malays and natives of any of the States of Sabah and Sarawak and the legitimate interests of other communities in accordance with the provisions of this Article.

(2) Notwithstanding anything in this Constitution, but subject to the provisions of Article 40 (note below) and of this Article, the Yang di Pertuan Agong shall exercise his functions under this Constitution and federal law in such manner as may be necessary to safeguard the special position of the Malays and natives of any of the States of Sabah and Sarawak and to ensure the reservation for Malays and natives of any of the States of Sabah and Sarawak of such proportion as he may deem reasonable of positions in the public service (other than the public service of a State) and of scholarships, exhibitions and other similar educational or training privileges or special facilities given or accorded by the Federal Government and, when any permit or licence for the operation of any trade or business is required by federal law, then, subject to the provisions of that law and this Article, of such permits and licences. (NB: Article 40 of the Constitution provides that the Yang Di-Pertuan Agong is to act on advice of the Cabinet.)

(3) The Yang di-Pertuan Agong may, in order to ensure in accordance with Clause (2) the reservation to Malays and natives of any of the States of Sabah and Sarawak of positions in the public service and of scholarships, exhibitions and other educational or training privileges or special facilities, give such general directions as may be required for that purpose to any Commission to which Part X applies or to any authority charged with responsibility for the grant of such scholarships, exhibitions or other educational or training privileges or special facilities; and the Commission or authority shall duly comply with the directions. (NB: Part X is the provision with regard to Public Services.)

(4) In exercising his functions under this Constitution and federal law in accordance with Clauses (1) to (3) the yang di-Pertuan Agong shall not deprive any person of any public office held by him or of the continuance of any scholarship, exhibition or other educational or training privileges or special facilities enjoyed by him.

(5) This Article does not derogate from the provisions of Article 136 (note below). (Article 136 provides: All persons of whatever race in the same grade in the service of the Federation shall, subject to the terms and conditions of their employment, be treated impartially.)

(6) Where by existing federal law a permit or licence is required for the operation of any trade or business the Yang di-Pertuan Agong may exercise his functions under that law in such manner, or give such general directions to any authority charged under that law with the grant of such permits or licences, as may be required to ensure the reservation of such proportion of such permits or licences for Malays and natives of any of the States of Sabah and Sarawak as the Yang di-Pertuan Agong may deem reasonable; and the authority shall duly comply with the directions.

(7) Nothing in this Article shall operate to deprive or authorize the deprivation of any person of any right, privilege, permit or licence accrued to or enjoyed or held by him or to authorize a refusal to renew to any person any such permit or licence or a refusal to grant to the heirs, successors or assigns of a person any permit or licence when the renewal or grant might reasonably be expected in the ordinary course of events.

(8) Notwithstanding anything in this Constitution, where by any federal law any permit or licence is required for the operation of any trade or business, that law may provide for the reservation of a proportion of such permits or licences for Malays and natives of any of the States of Sabah and Sarawak; but no such law shall for the purpose of ensuring such a reservation:
(a) deprive or authorize the deprivation of any person of any right, privilege, permit or licence accrued to or enjoyed or held by him; or
(b) authorise a refusal to renew to any person any such permit or licence or a refusal to grant to the heirs, successors or assigns of any person any permit or licence when the renewal or grant might in accordance with the other provisions of the law reasonably be expected in the ordinary course of events, or prevent any person from transferring together with his business any transferable licence to operate that business; or
(c) where no permit or licence was previously required for the operation of the trade or business, authorize a refusal to grant a permit or licence to any person for the operation of any trade or business which immediately before the coming into force of the law he had been bona fide carrying on, or authorize a refusal subsequently to renew to any such person any permit or licence, or a refusal to grant to the heirs, successors or assigns of any such person any such permit or licence when the renewal or grant might in accordance with the order provisions of that law reasonably be expected in the ordinary course of events.

(8A) Notwithstanding anything in this Constitution, where in any University, College and other educational institution providing education after Malaysian Certificate of Education or its equivalent, the number of places offered by the authority responsible for the management of the University, College or such educational institution to candidates for any course of study is less than the number of candidates qualified for such places, it shall be lawful for the Yang di-Pertuan Agong by virtue of this Article to give such directions to the authority as may be required to ensure the reservation of such proportion of such places for Malays and natives of any of the States of Sabah and Sarawak as the Yang di-Pertuan Agong may deem reasonable; and the authority shall duly comply with the directions.

(9) Nothing in this Article shall empower Parliament to restrict business or trade solely for the purpose of reservations for Malays and natives of any of the States of Sabah and Sarawak.(9A) In this Article the expression 'natives' in relation to the State of Sabah or Sarawak shall have the meaning assigned to it in Article 161A (already repealed).

(10) The Constitution of the State of any Ruler may make provision corresponding (with the necessary modifications) to the provisions of this Article. The abovementioned provision is very clear on the following points:
(1) The scope of the reservation of quotas is only with respect to positions in public service, scholarships, exhibitions and other similar educational or training privileges or special facilities given or accorded by the Federal Government.
(2) The quotas reserved must be reasonable and the reservation of permits and licences for Malays and natives must be of such proportion as may be deemed reasonable.
(3) The special reservation of quotas must not affect the rights of other communities. Apart from the provisions allowed under the abovementioned Article 153, all citizens of Malaysia must be treated as equal. This is clearly provided for under Article 8 of the Federal Constitution. Article 8(1) All persons are equal before the law and entitled to the equal protection of the law.
(2) Except as expressly authorized by this Constitution, there shall be no discrimination against citizens on the ground only of religion, race, descent or place of birth in any law or in the appointment to any office or employment under a public authority or in the administration of any law relating to the acquisition, holding or disposition of property or the establishing or carrying on of any trade, business, profession, vocation or employment.
(3) There shall be no discrimination in favour of any person on the ground that he is a subject of the Ruler of any State.
(4) No public authority shall discriminate against any person on the ground that he is resident or carrying on business in any part of the Federation outside the jurisdiction of the authority.
(5) This Article does not invalidate personal law;
(a) any provision regulating personal law;
(b) any provision or practice restricting office or employment connected with the affairs of any religion, or of an institution managed by a group professing any religion, to persons professing that religion;
(c) any provision for the protection, well-being or advancement of the aboriginal peoples of the Malay Peninsula (including the reservation of land) or the reservation to aborigines of a reasonable proporation of suitable positions in the public service;
(d) any provision prescribing residence in a State or part of a State as a qualification for election or appointment to any authority having jurisdiction only in that State or part, or for voting in such an election;
(e) any provision of a Constitution of a State, being or corresponding to a provision in force immediately before Merdeka Day;
(f) any provision restricting enlistment in the Malay Regiment to Malays

- Education facilities are upgraded and accessible to all. Providing the avenue for assistance to ensure children education will not be compromised due to financial constraint

- For the women, particularly the single mothers there are activities (e.g. training, forum, seminars and to boost their income being conducted in collaboration with NGOs and other government agencies. Financial aid also in term if machine and equipment in assisting them to start a small business on their own.

5. I have other future plans for the people in my constituency. I have been a Wakil Rakyat for 15 years and I have proven track record.

6. The effect the rapid development of ICT and globalization are indeed huge and this has to be addressed with high priority. Again education plays a vital role.Facilities in term of infrastructure and resource need to be made available. I have been working closely with government agencies and will continue to do so to ensure that the facilities are made available in my constituency.

Sejarah PBB

PBB Sepintas Lalu
Parti Pesaka Bumiputera Bersatu (PBB) pada asalnya ditubuhkan daripada percantuman tiga buah parti di Sarawak iaitu Parti Negara Sarawak (PANAS), Barisan Rakyat Jati Sarawak (BARJASA) dan Parti Pesaka Anak Sarawak (PESAKA).
Percantuman ini adalah berdasarkan perjuangan untuk meningkatkan kehidupan dan membela nasib kaum Bumiputera dalam pelbagai bidang termasuk politik, ekonomi dan sosial.
Sejarah awal penubuhan PBB adalah atas ilham dan inisiatif Setiausaha Agung BARJASA yang muda dan idealistik ketika itu iaitu Ketua Menteri dan Presiden PBB sekarang, iaitu Datuk Patinggi Tan Sri Haji Abdul Taib Mahmud.
PANAS merupakan parti politik kedua ditubuhkan di Sarawak pada 9 April 1960. Ia diasaskan oleh Datu Bandar Abang Haji Mustapha kira-kira 10 bulan selepas Parti Bersatu Rakyat Sarawak (SUPP), parti politik pertama di Sarawak didaftarkan.
Pada peringkat permulaannya, parti ini tidak mendapat sokongan yang menggalakkan daripada orang Melayu sendiri tetapi selepas dua tahun, PANAS mula diterima apabila seramai 62,795 ahli menganggotainya.
Ketika itu PANAS sudah menubuhkan 65 cawangan di seluruh negeri dan dianggotai kira-kira 20,000 orang Melayu, 20,000 suku kaum Iban, 10,000 suku kaum Bidayuh termasuk beratus orang lain daripada kaum Cina.
Setelah pendaftaran PANAS diluluskan secara rasmi pada 9 April 1960, Datu Bandar Abang Haji Mustapha dilantik sebagai Pengerusi dan adiknya Abang Othman dilantik sebagai Setiausaha Agung. Abang Othman meletakkan jawatan sebagai Timbalan Penguasa Polis untuk sama-sama mengasaskan parti tersebut.
PANAS mendukung tujuan melindungi, memelihara dan memajukan kepentingan politik, pelajaran, keagamaan, ekonomi, sosial dan kebudayaan rakyat seluruh negeri khasnya bumiputera.
Diantara tokoh yang menjadi tulang belakang PANAS ialah seperti Tan Sri Datuk Ikhwan Zaini selaku Ahli Majlis Tertinggi, Naib-Naib Pengerusi ialah William Tan, Edward Jerah dan Austin Jaya.
Manakala Penolong Setiausaha Agung disandang oleh Lo Foot Kee dan Andrew Landau. Bendahari pula ialah Tan Tsak Yu dan penolongnya Leong Ho Yuen. Ahli-Ahli Jawatankuasa terdiri daripada Penghulu Haji Dol Osman, Abong Taib, Jalel Ubong, Stephen Harry, Edward Menlis, Sim Peng Cho, Chin Poh Luke dan Ngui Ah Sin.
BARJASA ditubuhkan pada Disember 1961 sebagai alternatif kepada masyarakat Islam dan mendapat sokongan kuat daripada orang Melayu dan suku kaum Melanau daripada bahagian Sri Aman dan Sibu. Ia dipengerusikan oleh Tuanku Haji Bujang dan Encik Alfred Unteng Mason selaku Setiausaha Agung.
Penyertaan keahlian kebanyakannya daripada golongan muda yang berpelajaran. Diantara mereka ialah Datuk Patinggi Tan Sri Abdul Taib Mahmud.
Beliau adalah diantara beberapa tokoh yang memainkan peranan dibelakang tabir BARJASA untuk menggerakkan jentera parti.
PESAKA atau dikenali juga sebagai PAPAS ditubuhkan pada Julai 1962 dan merupakan parti kedua kaum Iban selepas Parti Kebangsaan Sarawak (SNAP) didaftarkan pada Mac 1961. Ia ditubuhkan untuk menentang SNAP yang mendapat sokongan kuat daripada kaum Iban Sibu.
Tun Jugah yang dulunya menganggotai PANAS meninggalkan parti tersebut untuk bersama-sama empat orang pemimpin daripada kaumnya iaitu dari Sibu mengasaskan PESAKA.
Sebelum pilihanraya negeri yang pertama pada Januari 1963, BARJASA, SNAP, PESAKA dan SCA (Persatuan Cina Sarawak) membentuk sebuah Parti Perikatan pada Julai 1962. Ia dipengerusikan oleh Tun Jugah dan Datuk Stephen Kalong Ningkan sebagai Setiausaha Agung.
Walau bagaimanapun PANAS menarik diri daripada Perikatan menjelang pengundian untuk menyertai parti pembangkang iaitu SUPP.
Selepas pilihanraya, Parti Perikatan ternyata mendapat keputusan yang menyakinkan dan membentuk Kabinet Negeri yang pertama dan Datuk Kalong Ningkan dilantik menjadi Ketua Menteri pertama manakala Tun Jugah dilantik menganggotai Kabinet Persekutuan di Kuala Lumpur selaku Menteri Hal Ehwal Sarawak.
Diantara tahun 1963 dan 1966, politik Sarawak mengalami pergolakan yang hebat disebabkan terlalu banyak parti politik sehingga mencetuskan krisis demi krisis yang sesetengahnya berbau perkauman. Krisis ini akhirnya tamat dengan pengyingkiran Datuk Ningkan sebagai Presiden SNAP.
Menggantikan tempat Datuk Ningkan sebagai Ketua Menteri baru ketika itu ialah Penghulu Tawi Seli. Didalam kabinetnya mempunyai tiga orang ahli PESAKA termasuk beliau sendiri, dua ahli BARJASA termasuk Datuk Patinggi Taib dan seorang ahli PANAS. PANAS menyertai semula perikatan hanya sebelum pengyingkiran Datuk Ningkan.
Sarawak mencapai satu satu lagi kemajuan didalam politik apabila BARJASA dan PANAS bercantum membentuk Parti Bumiputera dalam bulan Mac 1968. Datuk Patinggi Taib menjadi penggerak utama kearah percantuman itu.
Parti Bumiputera diketuai oleh Allahyarham Tan Sri Datuk Amar Abang Ikhwan Zaini dengan Datuk Taib memegang jawatan Setiausaha Agung.
Kekuatan parti dan perpaduan terus diperkukuh apabila Parti BUMIPUTERA dan PESAKA bercantum melahirkan Parti PBB pada 30 April 1973.
Tun Jugah yang pada ketika itu selaku Menteri Hal Ehwal Sarawak telah dilantik sebagai Presiden pertama PBB.
Datuk Patinggi Taib memegang jawatan Presiden PBB secara automatik apabila memenangi jawatan Presiden tanpa bertanding pada 1981 sehingga sekarang.
Kewujudan parti ini sebagai satu komponen terbesar dalam Barisan Nasional Negeri telah mengukuhkan lagi kedudukan Bumiputera.
Sejak penubuhannya, keahlian PBB telah meningkat dengan banyaknya sehingga kini dalam 56 Bahagian, ahli-ahli telah menjangkau 300,000 orang dengan lebih 1,000 cawangan di seluruh negeri. Ia disokong penuh oleh kaum Bumiputera terutama golongan Melayu-Melanau, Iban, Bidayuh dan Orang Ulu.

Biodata of the President of Parti Pesaka Bumiputera Bersatu Sarawak (PBB)

The Early Years
The Chief Minister of Sarawak, Datuk Patinggi Tan Sri (DR) Haji Abdul Taib Mahmud was born on May 21, 1936 in Miri, Sarawak. He received his early education at St. Joseph's School, Miri and his secondary education in St Joseph's School, Kuching. He graduated with an LLB in 1960 from the University of Adelaide, South Australia. In 1964, he attended a Harvard International Seminar.
Political Career
He was appointed Crown Council from 1962 to 1963. In 1963, he was appointed a member of the State Legislative Council until 1968. In 1963, he became State Minister for Communications and Works and from 1966 to 1967 he was Minister for Development and Forestry. On several occasions, Datuk Patinggi Tan Sri (DR) Haji Abdul Taib Mahmud acted as Chief Minister.In 1968, he was appointed Federal Assistant Minister for Commerce and Industry until 1970 when he became Deputy Minister in the Prime Minister's Department and Deputy Minister of Works, Telecommunications and Posts after winning the Parliamentary seat for Samarahan constituency in Sarawak. In 1972, he was appointed the Natural Resources Minister and in September 1974, he became General Planning and Socio-Economic Research Minister after being returned as a member of Parliament for Samarahan constituency.On August 6, 1975, he became Information and Special Function Minister in addition to holding the portfolio of General Planning and Socio-Economic Research Minister. He was appointed the Primary Industries Minister in January 1978. He was again returned as a member of the Parliament of Samarahan constituency in the 1978 general election. He joined the new cabinet that was subsequently formed as Defense Minister and later in the 1980 Cabinet shuffle, he was given the portfolio of Federal Territory Minister.In February , Datuk Patinggi Tan Sri (DR) Haji Abdul Taib Mahmud resigned from the Federal Cabinet to contest the Sebandi State by-election in which he was returned unopposed and was made Sarawak's Land and Mines Minister before becoming the Chief Minister on March 26.Datuk Patinggi Tan Sri (DR) Haji Abdul Taib Mahmud was returned unopposed in the Parliamentary Constituency of Samarahan in April 1982. He also defeated his opponent in the State Constituency of Sebandi in the State Elections held in December 1983. In 1986 Parliamentary Elections, Datuk Patinggi Tan Sri Haji Abdul Taib retained his Samarahan seat. He also defeated another opponent to retain the seat of Sebandi in the 1987 State Elections.In Politics, he was Vice-Chairman of Party Berjasa Sarawak in 1964. In the same year, he became a member of the State Alliance Council, Sarawak and a member of the Malaysian Alliance Council. When the National Front was formed in 1974, he also became an Executive Council member.In 1965, after the merger of the Party Berjasa and Party Negara, he was elected Secretary-General of the new party, Party Bumiputera until 1972. In 1972 he was appointed assistant party Whip in Parliament. From 1972 to 1973, he was Deputy President of Party Bumiputera Sarawak. In 1973, after the merger of Party Bumiputera and Party Pesaka Sarawak, Datuk Patinggi Tan Sri Haji Abdul Taib was Deputy President of the new party, the Party Pesaka Bumiputera Bersatu Sarawak (PBB). He is now PBB President.He has served in many public and voluntary bodies and has also represented the Government at various international conferences.He was elected President of the Regional Islamic Dakwah Council of South East Asia and Pacific (RISEAP) at the General Assembly in Kuching in September 1988.Datuk Patinggi Tan Sri (DR) Haji Abdul Taib was also the Vice-President of PERKIM (Muslim Welfare Organisation Malaysia). He was however elected unanimously as PERKIM President on December 3, 1989, when Yang Teramat Mulia Tunku Abdul Rahman Alhaj relinquished the post.Datuk Patinggi Tan Sri (DR) Haji Abdul Taib has written and published several works. These are : Muhammad and His Mission, Islam and Utility of Mankind (published in Islamic Review; Working England), Freedom of Thought of Islam (published in Islamic Literature of Pakistan), Islam and Nation Building in Malaysia, Harmony in Islam (published in Suara MIRO) and Appropriate Strategy for Developing Countries in a Period of Resource Scarcity (published in Foreign Affairs Malaysia).
Progress Under His Leadership
Under Sarawak's illustrious Chief Minister of 19 years, the state has undergone tremendous growth and development. When Datuk Patinggi Tan Sri (Dr) Haji Abdul Taib Mahmud took on the role of Chief Minister, he brought with him a vision of where Sarawak would go and how we would get there. In the decade and a half since, he has put Sarawak firmly on the path to economic and social progress.Since 1981, Sarawak's GDP has grown from RM 6.5 billion to RM 19.7 billion in 1995 and further increased to an estimated of RM 29.9 billion in 1999. The GDP per capita has also increased from RM10,488 in 1995 to RM14,950 in 1999. The State has also shown a decline in the incidence of poverty and hard-core poverty. In 1995, 31.9% of the population was living in poverty and 10% in hard-core poverty. By 1997, the incidence of poverty was down to 7.5% and hard-core poverty went down to 0.7%.The quality of life in the state has also improved. Infrastructure development has reached a wider population in the state since the eighties. In 1980, only 31.8% of Sarawakians had water supply. In 1995, the figure has reached 85% of the population and the government estimated that this figure to be 88% in 2000. 76% of the population had electricity supply in 1995, but this number is expected to reach to 89% by year 2000. Healthcare and education have followed similar trends.In short, Sarawakians today in general healthier, wealthier and better educated than they were 19 years ago.Most importantly, the Right Honourable Chief Minister has also brought political stability to Sarawak, favouring constitution rather than outright confrontation in resolving political differences. Under his leadership, there is sincere cooperation and power-sharing among political leaders.
Vision for A Developed State
The Chief Minister is bringing Sarawak on a unique path to achieving Sarawak's own Vision, in line with the national vision to be an industrialised country by the year 2020. The Chief Minister believes that Sarawak has all the potentials for rapid economic growth. "We have the land and mineral resources; we have enough skilled manpower, and there is plenty of capital around us. And above all there is real political stability. What we need is a system and a machinery that will bring these factors together for rapid development".
Development Policy and Philosophy
Guiding Sarawak towards Vision 2020, the Chief Minister also encouraged a more diversified economy, paying particular attention to the manufacturing and industrial sectors (See Industrial Development) as well as the tourism sector. As a result of the Chief Minister's foresight, Sarawak's GDP growth exceeded the national average for the first time in 1995.Despite the rapid economic growth of the state, the Chief Minister has placed emphasis on balance and sustainability in the state's development. To balance urban and rural development, the state government has gone into plantations, the development of Native Customary Land (NCL) (Please see Commercial Agriculture), careful town planning as well as natural resource planning (e.g. the creation of national parks and reserves). Ever faithful to the ideals of sustainable development, Sarawak is noted for its outstanding forest management (Please see Forestry and Forestry Management) , and is moving towards more down stream processing activities to ease the dependency on the state's natural resources. Religious and social development is also given due attention in the government's policies and plans.

YAB. Tan Sri Datuk Patinggi (Dr) Hj Abdul Taib Bin Mahmud telah dilahirkan di Miri, Sarawak pada 21 Mei 1936.Beliau mendapat pendidikan rendah di St.Joseph School,Miri dan pendidikan menengah di St. Joseph�s Institution, Kuching.Beliau kemudiannya melanjutkan pelajaran ke Universiti of Adelaide,South Australia dan dianugerahkan Sarjana Muda Undang-Undang (LLB) pada tahun 1960. Beliau juga pernah mengikuti pengajian lepasan ijazah di Harvard International Seminar, Amerika Syarikat pada tahun 1964.

Beliau memulakan keriernya pada tahun 1961 sebagai Judge�s Associate di South Australia dan kemudiannya sebagai Crown Council pada tahun1962 hingga 1963. Pada tahun 1963, YAB Tan Sri telah dilantik sebagai Menteri Pembangunan dan kerjaya di bawah pemerintahan Ketua Menteri Sarawak yang pertama, YAB Datuk Stephen Kalong Ningkan.Semenjak itu, beliau telah memegang beberapa jawatan-jawatan penting dalam Kabinet Sarawak. Antaranya ialah Menteri Komunikasi dan Kerja Raya Sarawak (1963-1968), Menteri Pembangunan dan Perhutanan Sarawak (1966-1967) dan Setiausaha Agung Parti Bumiputera Sarawak (1965-1972).

Beliau kemudiannya dilantik sebagai Penolong kepada Menteri Perdagangan dan Industri Malaysia (1968-1970) sebelum memenangi kerusi Parlimen Samarahan buat kali pertama pada tahun 1970 hingga kini.Sehingga tahun 1981, YAB Tan Sri telah berpeluang untuk menduduki Kabinet Kerajaan Pusat dalam beberapa Kementerian seperti Timbalan Menteri di Jabatan Perdana Menteri ,(1970-1972), Timbalan Menteri Kerja Raya,Telekomunikasi dan Pos(1970-1972), Menteri Galian Asli(1972-1974), Menteri Perancangan Awam dan Penyelidikan Sosio-ekonomi (1974-1975), Menteri Penerangan dan Tugas-Tugas Khas (Ogos 1975), Menteri Perusahaan Utama (Januari 1978), Menteri Pertahanan (Julai 1978) dan Menteri Wilayah Persekutuan (1980-1987).

Pada tahun 1981, YAB Tan Sri telah memenangi kerusi DUN Sebandi (kini Asajaya).Kemudian,beliau telah dilantik sebagai Menteri Tanah dan Galian Sarawak sebelum dilantik sebagai Ketua Menteri Sarawak pada 26 Mac 1981. Beliau kemudiannya dilantik sebagai Presiden Parti Pesaka Bumiputera Bersatu (PBB) dan Pengerusi Barisan Nasional Sarawak hingga kini.Pada Pilihanraya Ke 11 lalu, YAB Tan Sri telah berjaya mempertahankan kerusi Parlimen Samarahan yang dimenanginya sejak tahun 1970 tanpa bertanding.
Selain aktif berpolitik dan menjalankan pentadbiran negeri, YAB Tan Sri turut giat melibatkan diri dalam aktiviti social. Beliau kini merupakan Presiden PERKIM sejak Disember 1989, Presiden Regional Islamic Dakwah Council of South East Asia & Pasific (RISEAP) semenjak September 1988 dan Presiden Sarawak National Youth Association (Saberkas) mulai 1981.Selain itu, beliau juga pernah dilantik sebagai Pengerusi Kongres Muslim Malaysia Timur Sarawak (1963-1966), Naib Presiden Sarawak Boy Scout Movement (1963-1966), Naib Presiden Sarawak Scout Council 1964-1968, Presiden Malaysian Inter-Religious Organisation (1971-1974) dan Ahli Lembaga Yayasan Sains, Teknologi dan Pembangunan Islam (1981).

YAB Tan Sri turut mempunyai keahlian dalam beberapa organisasi professional seperti Malaysian Institut of Management sejak 1972, Institut of Republic Relation Malaysia (IPRM) sejak 1989, Islamic Ademy of Sciences Amman, Jordan sejak April 1998 . dan Mayo Clinic Alumni Association, Bochester, Amerika Syarikat sejak 1998.YAB Tan Sri juga pernah dilantik sebagai Pro Canselor Universiti Putra Malaysia pada tahun 1995 dan Pro Canselor Universiti Malaysia Sarawak (UNIMAS) sejak tahun 1995.

Beliau yang kini menetap di Demak Jaya, Kuching elah mendirikan rumahtangga denga isterinya, Datuk Amar Puan Sri Hajah Laila dan di kurniakan empat orang anak.

LUNDU: Information Department field officer Ranum anak Mina strikes you as quiet and unassuming. It's the nature of his job that has made him somewhat obscure.
A former army ranger and commando, he joined the security forces intelligence unit where he developed an understanding for the need to keep your ears and eyes open but yours lips sealed. On meeting Ranum at a coffee shop in Lundu it was not easy identifying Ranum who blended in well with the mixed crowd of natives Chinese.
Only his deep blue (for Barisan Nasional) shirt gave him away.
But since being named as the Sarawak United People's Party (SUPP) candidate for Tanjung Datu, he has finally able been to express his views about what the government has done and what he intends to do if elected.
Like most natives of rural Sarawak, the Kampung Pueh Selako youth has a difficult life and poverty coupled with the need to secure a job and support the family, resulted in his joining the army after his form three examinations.
�After leaving school I joined the 2nd Ranger regiment then left for commando training before being attached to the intelligence unit. I became a Warrant Officer 1 and even served as an instructor in the army intelligence school at Sungai Buloh, said Ranum who was also the Military Intelligence Officer of Negeri Sembilan in 1983.
During his tour of duty Ranum also served in Kedah where he was involved in the joint Thai-Malaysian army's Daoyai-Musnah Operations.
There he met and married Sungei Petani nurse Lu Sai Ngoh whom he I brought with him back to Sarawak.
�I first met Datuk Ramsay Jitam when I was working in Lundu in the early l980s before being sent to Negeri Sembilan. Later I returned to Kuching in 1987 and became co-ordinator for field security for Sabah and Sarawak. After retiring from the army in 1992 I joined the Information Department.
During this tune he began to have an understanding on how polities worked as his home district began to see greater at devel�opment. Sometime last year Ramsay told Ranum he would like to step down and asked him to become the candidate. �Initially I was hesitant but later when I realised that this was opportunity to help me people, I agreed and we met the Deputy Chief Minister and SUPP leader Tan Sri Dr George Chan.
Since then Ranum has begun to mobilise his friends and supporters to achieve what no Selako has ever done. On his election plans, Ranum said that it was very simple.
All he wanted to accomplish is to ensure that all the people have a share in the development that is talking place. He is also glad the assemblyman Ramsay had helped push for the SMK Lundu to be upgraded to have Form Six classes.
�Education is very important to the rural people like us. I was not so fortunate but I was born at the wrong time. But I will try any best to make sure that other young people with potential could aim for it the best.�
When commenting whether he is confident enough to win the election, he says, �I believe I have strong Selako � Chinese and Iban support. I hope my Malay friends will also give me good support because I will also be working for them ,� said Ranum whose constituency comprises 3,302 Bidayuhs (the majority are Selako), 3,524 Malays, 1586 Ibans. He said that apart from the issue of native customary right land, there is not much that the opposition can talk about. He said that communication was no issue because improving and the long-waited Kuching-Sematan bridge will be completed by June next year.
�People always complain about this and that but they don�t talk about the projects and development that have helped improve their lifestyle. Unfortunately, some of us have a very short memory.�
Ranum hopes that the people in his constituency will give him a chance to prove his sincerity.
�Don�t forget that I belong to the area and there is nothing that I won�t do to help upgrade the district� added Ranum who is still attached to the Information Department until he resigns by the end of the week.

Sebuah Ucapan lama dari Ketua Menteri yang dah lama

“...Saya mengucap syukur kepada Allah SWT kerana negeri kita sekarang telah begerak maju. Pertumbuhan ekonomi kita kini dua kali ganda cepat daripada dulu. Ini adalah kerana kerajaan sekarang giat berusaha melakukan banyak pembangunan. Sebelum saya teruskan ucapan ini saya ingin mengucapkan tahniah kepada Presiden Parti SNAP Datuk James Wong dan saudara saya Datuk Adenan Satem yang juga telah menang tanpa bertanding semalam. Mungkin prestasi kita dalam pilihan raya ini boleh menjadi lebih baik lagi. Kelmarin saja kita sudah dapat 19 kerusi tanpa bertanding. Ini adalah 1/3 daripada 62 kerusi yang ditandingkan. Kemenangan ini menunjukkan negeri kita adalah aman dan rakyatnya bersatupadu dan juga rakyat sudah faham tentang tujuan kita berpolitik. Kita berpolitik adalah untuk kemajuan negeri dan juga supaya semua kaum di Sarawak ini dapat maju. Dalam penyusunan semula kawasan pilihan raya baru-baru ini Suruhanjaya Pilihanraya telah meminta pandangan saya tentang perubahan yang harus dilakukan. Saya telah meminta supaya kawasan Bidayuh dan kawasan Orang Ulu diberi lebih kerusi. Ini telah dapat dilaksanakan oleh Suruhanjaya itu.

Kita lakukan semua ini supaya rakyat boleh lebih maju. Kita tahu pada tahun-tahun 1960an, sampai awal 1980an semasa keadaan politik tidak begitu teratur, kita selalu bergaduh. Apakah yang kita dapat daripada politik begitu? Pada masa itu kita berpolitik cakap besar saja dan tidak menampakkan apa-apa hasil. Jalanraya yang sempurna pun tidak dapat kita bina. Tetapi hari ini kita telah dapat membuat jalan ini yang merintangi tengah-tengah hutan antara Batu Kawah dan Bau dengan sebuah jambatan besar di Batu Kawah. Ini semua dapat dilakukan oleh kerana kita adalah kerajaan Barisan Nasional yang tidak mahu bermain politik tidak menentu dengan caci mencaci, menjual propaganda dan berjanji bohong di sana sini kepada rakyat.

Di Bau ini ramai pemimpin politik terdiri daripada cerdik pandai seperti doktor dan akauntan. Tapi malangnya kebelakangan ini,semua pemimpin ini suka berlawan sama sendiri. Ini adalah tidak baik untuk kaum Bidayuh dan tidak harus berlaku kerana dalam semua kaum di Sarawak kaum Bidayuhlah yang paling ramai orangnya berpelajaran tinggi. Sayangnya kadang-kadang orang Bidayuh terpelajar ini tidak dapat menolong kaumnya sendiri. Kalau mereka tidak bekerjasama dengan orang Cina dan Melayu mungkin sekarang ini mereka masih berperang sama sendiri. Saya minta maaf menyatakan ini tetapi ianya benar. Saya dapati semakin ramai orang pandai terpelajar di dalam politik semakin tidak aman kaum Bidayuh kerana semua mahu merebut pangkat dan tempat dalam politik.

Di dalam politik yang diamalkan oleh PBB apabila ketua nombor satu kuat dia mahu yang nombor dua,nombor tiga dan seterusnya juga kuat. Itulah sebabnya dalam PBB sekarang hampir 100% orang pandainya menjadi ahli Dewan Undangan Negeri. Jadi saya mahu kaum Bidayuh berfikir: adakah saudara mahu main politik cara lama iaitu mementingkan diri sendiri seorang saja atau pun mahu pemimpin Bidayuh itu orang pandai yang boleh benar-benar memimpin kaum Bidayuh. Kalau ini tidak dapat dilakukan saya bimbang kemudian hari nanti Kaum Bidayuh akan berpecah belah.

Saudara semua tahu saya telah menubuhkan “Bidayuh Forum”, iaitu suatu badan tidak rasmi yang dianggotai oleh pemimpin Bidayuh dari semua parti politik di Sarawak.Tujuan pembentukan Bidayuh Forum ini ialah untuk memikirkan tentang cara memajukan kaum Bidayuh. Walaupun badan ini tidak 100% sempurna ianya telah dapat memberi kesan yang baik dengan memberi nasihat yang dapat kita gunakan untuk strategi pembangunan kaum Bidayuh. Oleh sebab itu saudara lihat banyak pembangunan telah dilaksanakan dalam kawasan Bau selepas saya menjadi Ketua Menteri jika dibandingkan dengan masa sebelumnya. Ini adalah kerana kita mahu kawasan ini maju.

Kita telah buat projek di Pedawan yang berharga berjuta ringgit yang akan menukar rupa coraknya dalam masa lima tahun akan datang. Di Serian juga banyak pembangunan telah dilakukan, banyak jalan baru dan juga skim-skim pembangunan tanah. Ini adalah hasil daripada nasihat dan pemikiran pemimpin Bidayuh yang pandai itu. Jalan yang baik juga telah dibina antara Bau dan Lundu dan tanah di sekeliling jalan ini semua sudah dibuka.

Saya masih ingat dulu pada tahun 1981 Bau boleh dikatakan sebagai sebuah bandar yang setengah tidur.Lombong emasnya pada masa itu masih ada tapi emas yang dikeluarkan kadang-kadang tidak sampai 10 kati setahun. Selepas itu saya terpaksa memujuk sebuah syarikat supaya membeli semua lombong kecil itu dan gabungkannya menjadi sebuah syarikat besar. Malangnya ada orang di Bau telah menghasut taukeh-taukeh Cina di sini dan mengatakan bahawa dengan pembentukan syarikat lombong besar ini bandar Bau akan tenggelam dalam lubang robohan. Lubang robohan ini bukan kerana orang gali emas sekarang.Bandar Bau adalah terletak di atas bekas lombong emas besar yang dipunyai oleh Borneo Company yang beroperasi pada masa Rajah Brooke dulu.Seluruh kawasan Bau adalah bekas tempat lombong Borneo Company ini, dan apabila mereka sudah berhenti melombong mereka telah menimbus balik lubang itu tetapi tidak dengan cara betul. Pada masa British dulu mereka tidak membuat peta untuk menunjukkan lubang-lubang ini. Mereka telah menutup lubang itu dengan tanah saja. Itulah sebabnya setelah lama tanah di Bau ini runtuh. Tanah runtuh inilah bekas lubang lombong Borneo Company itu yang cabut pergi apabila mereka sudah habis menggali semua emas di sini. Orang yang tidak tahu sejarah tidak tahu ini semua.

Oleh yang demikian kalau kita disuruh kita boleh tutup lombong besar yang baru ini. Kita tidak susah.Yang susah ialah rakyat Bau kerana Bau akan kembali menjadi mundur seperti dulu – tidak ada perubahan dari segi kemajuan. Jadi apakah yang penduduk Bau mahu? Mahu Bau terus mundur atau pun mahukan pembangunan? Tetapi, da yang menghasut bahawa oleh kerana lombong besar ini Bau akan tenggelam dalam lubang robohan. Satu lagi perkara saya ingin nyatakan sekarang: Bau telah dapat maju dalam beberapa tahun yang lepas. Apa sebabnya? Sebabnya ialah kerana kerajaan kita Barisan Nasional mempunyai dasar untuk mengatur pembangunan Bau dengan baik. Kita sedang berusaha mencari tempat untuk membina bandar Bau baru jauh daripada lubang robohan dan tanah runtuh di sini. Walaupun belanjanya besar kita akan berusaha membina bandar baru itu kerana kita mahu Bau boleh maju seperti tempat-tempat lain dalam Sarawak.

Saudara fikirlah sendiri bahawa kalau Bau tidak dalam Barisan Nasional, ia pasti ketinggalan dari segi pembangunan. Hanya Kerajaan Barisan Nasionallah yang dapat membawa keamanan dan kemajuan kepada negeri Sarawak. Orang perseorangan tidak sekali boleh melakukan ini. Saudara semua pun tahu bahawa di setiap pilihan raya saya telah memilih dan melantik semakin ramai orang pandai dan terpelajar untuk menjadi pemimpin. Begitu juga dalam perkhidmatan awam kerajaan saya pilih orang pandai juga untuk dinaikkan pangkat. Contohnya, Pengarah Sarawak Planning Unit sekarang ialah Wilson Baya, iaitu seorang Bidayuh. Jawatan itu adalah penting dan kuasanya besar. Ini membuktikan bahawa saya bukannya anti-Bidayuh. Saya nyatakan ini kerana ada orang kata saya sengaja mahu buang orang Bidayuh daripada perkhidmatan kerajaan dan oleh sebab itulah saya suruh Peter Nansian berhenti daripada jawatan kerajaannya untuk bertanding di Bau. Ini semua tidak betul dan propaganda semata-mata.

Kalau saya mengambil seorang itu daripada jabatan kerajaan untuk menjadi pemimpin politik saya bertanggung jawab ke atasnya. Kalau dia pandai dan politiknya betul dia akan diberi peluang naik dalam kerjaya politiknya. Ini cara saya. Sebab itulah saya lantik orang seperti Talib Zulpilip, Pengerusi SEDC, menjadi calon di Jepak. Adakah ini bermakna saya benci pada orang pandai? Atau pun saya benci pada orang Melanau maka saya suruh Talip Zulpilip keluar daripada perkhidmatan awam kerajaan dan masuk politik? Saya melantik mereka kerana kita sudah ada rancangan. Saya tahu tiap-tiap tempat di Sarawak memerlukan pemimpin akar umbi yang istimewa yang boleh mempengaruhi pemikiran rakyat supaya mereka dapat maju dengan sempurna. Kerajaan dahulu sebelum saya melantik pemimpin dengan cara sebarangan. Tapi saya lebih cermat, saya pilih pemimpin yang bermutu yang mahu memimpin rakyat dengan baik.

Projek yang paling besar yang akan dapat menukar nasib Bumiputera dalam negeri kita ini ialah mencantumkan semua tanah pusaka bumiputra (temudak) supaya dapat dibangunkan menjadi ladang untuk mendapat hasil yang lumayan daripada tanah itu tiap-tiap tahun. Sekarang ini bumiputra mempunyai banyak tanah - lebih daripada satu juta hektar - tetapi tanah mereka tidak mengeluarkan hasil. Kalau tanah ini dapat mengeluarkan hasil dengan harga sekurang- kurangnya RM4,000 sehektar dalam setahun ini bermakna keseluruhan hasil tanah termuda berjumlah ialah RM4 bilion setahun.

Oleh itu janganlah kita bergaduh tentang perkara kecil-kecil. Kalau mahu berjuang, berjuanglah tentang perkara besar yang boleh membawa manfaat kepada kaum Bidayuh. Kalau tidak nanti kaum Cina, Melayu dan Iban akan maju kehadapan dan kaum Bidayuh akan ketinggalan kerana masih bergaduh sama sendiri. Kita mahu kaum Bidayuh sama-sama maju dalam negeri ini. Jangan ikut cara politik lama yang suka melagakan orang sana sini. Orang politik lama itu kalau mereka bagus tentu negeri ini sudah maju pada masa dulu.Saya terpaksa bercakap terus terang di sini kerana saya pemimpin negeri ini. Saya mahu satu saja. Saya mahu tiap-tiap kaum di Sarawak dapat mempunyai barisan kepimpinan yang baik, yang boleh bekerjasama dan membantu rakyat - bukan untuk kepentingan diri dia sendiri saja.

Saya ingin menyatakan di sini saya telah mendapat jaminan daripada semua pemimpin Bidayuh yang berpelajaran bahawa mereka bersetuju menerima saudara Peter Nansian sebagai calon untuk Bau. Sekarang kalau semua pemimpin Bidayuh seperti Wilfred Nissom daripada parti PBDS, Peter Minos dan John Nyigor daripada PBB dan mereka yang lain walaupun mereka bukan orang SNAP dapat bekerjasama dan mahu Peter Nansian menang ini adalah permulaan yang baik bagi kaum Bidayuh. Kita sudah lama dalam Barisan Nasional dan hanya dalam Barisan Nasional saja pemimpin Bidayuh boleh bersatu dan berjuang untuk kaum mereka. Kalau saudara mahu pilih parti lain atau pun calon bebas saya takut nanti kaum Bidayuh akan rosak, tidak merasa pembangunan dan akan ketinggalan.

Saya juga mahu menyatakan tiada siapa boleh mengalahkan Barisan Nasional dalam pilihan raya ini. Kebanyakan rakyat mahu kerajaan Barisan Nasional dikekalkan. Oleh itu kalau saudara mahu bersama kami jangan undi orang lain selain daripada calon Barisan Nasional. Hanya dalam Barisan Nasional saja kaum Bidayuh dapat menikmati banyak projek dan banyak pembangunan kerana orang belayar dalam satu perahu saja dapat maju ke hadapan bersama. Orang luar daripada perahu itu terpaksa berenang dan akan ketinggalan. Inilah nasihat saya pada hari kita membuka jalan baru ini. Dengan harapan semoga semua pemimpin Bidayuh dapat bersatupadu dan dengan harapan jalanraya ini akan membawa pembangunan kepada kaum Bidayuh saya isytiharkan Jalanraya Bau-Tondong ini dibuka dengan rasminya.”

Aliran Monthly 2004:2Ever since our good Prime Minister Abdullah Ahmad Badawi’s exciting anti-corruption programme saw the arrest of Eric Chia and Kasitah Gaddam, I have been asking myself, “Why only hunt ikan bilis in KL and Sabah? Why not also audit some bigger fish in Sarawak?”

For example, many know that the Chief Minister (CM) of Sarawak since 1981, Pehin Sri Abdul Taib Mahmud’s family, has a rags to riches story. Abdul Taib Mahmud insists his family made their money via hard work in business. But many observers remain sceptical and wonder how his siblings and children came into all that wealth, both locally and overseas.

Born into impoverished circumstances in 1936, Abdul Taib Mahmud is an ethnic Muslim-Melanau who traces an aristocratic link to the Royal Court of Brunei. But since becoming CM, Taib has been previously described, at various times, by the international media in the following terms: He is “flamboyant with expensive tastes” and is said to have “purchased the piano of the late American showman Liberace for close to US$2 million”. He “lives in a well-guarded palatial home in Kuching and rides in a cream-coloured Rolls Royce. A dapper dresser, he is partial to double-breasted suits and sports a ring with a walnut-sized red gem surrounded by small diamonds”. Presently, he lives in a palatial private estate outside Kuching along Jalan Bako in a choice location called Demak Laut fronting the Sarawak river.

In the late-1980s, clients loyal to Taib collectively were estimated to control 1.6 million hectares of timber concessions. By 2000, Mahmud family members had major investments not only in Sarawak and Malaysia but also in other parts of the world.

Taib Mahmud’s sons, Sulaiman Abdul Rahman Taib and Mahmud Abu Bekir Taib, are the two key directors of Cahya Mata Sarawak (CMS), a multi-million ringgit financial and infrastructure conglomerate listed on the KLSE that thrives because it receives lots of patronage projects from the Sarawak government via PPES Works, a CMS subsidiary company jointly owned with the State government. CMS also owns Bank Utama that engineered a reverse takeover of RHB Bank in 2003. And CMS continues to eye the Bakun mega-project.

Abdul Taib Mahmud’s spouse, Laila Taib, and his children are the majority shareholders of Sitehost Pty. Ltd., Australia, a company which owns the Adelaide Hilton Hotel. Company records dated December 2000 show them holding 95 percent of the company or 9.5 million fully paid up shares of Sitehost. Onn Mahmud (Taib Mahmud’s brother), Taib’s daughter Jamilah Hamidah Taib and her husband Sean Murray, are listed as director-shareholders of SAKTO Corporation, a major real estate operator of non-residential buildings in Ottawa, owning and managing over half a million square feet of prime office space with affiliate offices in the US, Asia, the UK and Australia. As well, they own SAKTO Development Corporation, a multi-million dollar development and construction company in Ottawa, while Jamilah is the sole director of SAKTO Investment Corporation.

Now, it may well be that the Mahmud family is one of the best and most astute business families in Malaysia. And more power to them on that account. But much of their known wealth has arisen during the tenure of Abdul Taib Mahmud as Sarawak CM. Is there then any wonder why there exists so much public scepticism about the sources of Abdul Taib Mahmud’s family wealth? Would not a transparent audit do well to quash such obviously unscrupulous rumours once and for all? - Libau Rentap

Punca pergolakan krisis MB terengganu

Menantu PM punca pergolakan antara Umno dan Istana Terengganu?

Pergolakan di Terengganu mengenai perlantikkan Menteri Besar adalah berpunca dari menantu Perdana Menteri.

Beliau tetap mahukan Idris Jusoh walaupun pihak istana terang-terangan tidak mahukan boneka kepada Patrick Lim itu.

Mengapa menantu PM mahukan Idris Jusoh terus berkuasa?

Hanya Idris Jusoh yang akan mempertahankan Patrick Lim untuk terus bermaharajalela di Terengganu. Patrick Lim adalah sumber kewangan terbesar untuk Abdullah dan Menantu.

Jika projek-projek Patrick Lim terus berjalan di Terengganu, menantu Abdullah akan terus mempunyai dana untuk menguasai negara.

Dengan kuasa yang ada pada bapa mertuanya, Ahmad Said telah dipecat kerana menerima watikah perlantikkan Menteri Besar daripada pihak istana. Adun Kijal itu disingkirkan daripada Umno hanya kerana beliau setia dan patuh kepada Sultan Terengganu.

Umno yang selama ini jaguh kepada perjuangan mempertahankan kedaulatan Raja dan orang-orang Melayu kini telah bertukar menjadi penderhaka kepada Raja dan orang-orang Melayu.

Semua ini kerana adanya menantu PM yang menang di Rembau dengan cara penipuan.

Raja disanggah hanya kerana ingin mempertahankan Abdullah, Menantu dan Patrick Lim! Bangkitlah wahai orang-orang Umno. Kami di Rembau tidak akan mengalah dalam perjuangan untuk Menyingkirkan Abdullah dan menantunya dari Umno.

Kami telah membuktikan dengan memboikot menantu PM di Rembau. Jika tidak ada penipuan, beliau sudah pasti akan kalah dalam pilihanraya umum yang lalu.

Jawatan Ketua Pemuda Umno � Norza ganti?

Kuat mengatakan bahawa menantu Abdullah terpaksa melepaskan cita-cita untuk menjadi Ketua Pemuda buat masa ini. Ini adalah untuk mengelakkan dari Umno terus dikritik dan dihina.

Perlepasan cita-cita hanya seketika. Lepas itu boleh dibolot kembali bila Umno dapat sapu semula negeri-negeri yang terlepas dari BN.

Ini mungkin dilakukan untuk menyelamatkan nasib bapak mertuanya yang hari ini terus di desak untuk meletak jawatan.

Tapi...siapa Ketua Pemuda Umno kalau bukan menantu Abdullah nanti. Biasa la proksi menantu Abdullah adalah Norza Zakaria.

Beliau akan di junjung untuk mengambil alih Ketua Pemuda Umno. Ini akan memastikan peluang menantu terus wujud dan Norza Zakaria pasti akan terhutang 'body'.

Mampukah Norza untuk ganti Ketua Pemuda Umno. Beliau yang asal dari rusuk menantu Abdullah terma yang pernah kami baca � dan adalah Norza ini akan diterima kerana dia adalah penjilat Khairy No 1.

Inilah senario yang jelas terdengar dalam formulasi untuk mengadakan perubahan palsu dalam Umno. Kami dimaklumkan bahawa Pemuda Umno akan dijadikan jentera untuk mengambil balik negeri-negeri yang sudah terlepas.

Pemuda Umno akan menjadi jentera untuk terus menipu dengan perubahan kononnya menantu Abdullah tidak akan memegang jawatan lain selain untuk menumpukan peranan sebagai ahli parlimen.

Apa pun, menantu Abdullah akan terus berada di situ dan Abdullah akan terus terikat dengan idea usang menantu itu. Perubahan dalam Umno seperti yang di gembar gembur adalah dengan pemupusan menantu dan bapak mertua ini.

Tanpa itu Umno akan terus berkubur. Semangat anti khairy akan terus memburu dia dan rakan-rakan dia. Nyah ko menantu Abdullah dari bumi bertuah Malaysia. - mr

Sarawak BN Happy With Representation In Cabinet Line-up

KUCHING, March 18 (Bernama) — The four-party Sarawak Barisan Nasional (BN) is quite happy with the new federal cabinet line-up announced by Prime Minister Datuk Seri Abdullah Ahmad Badawi which saw the state retaining two ministerial posts and the biggest number of nine deputy ministers being appointed.

Sarawak Chief Minister Tan Sri Abdul Taib Mahmud, who is also state BN chairman and Parti Pesaka Bumiputera Bersatu (PBB) president, said Sarawak had maintained its status quo as bastion of the BN after wining 30 of the 31 Parliamentary seats it contested during the recent general election.

“Sarawak BN has gained a bit as far as the overall composition of the cabinet is concerned,” he told reporters here today.

However, he added: “Whatever it is, it is the prerogative of the Prime Minister (Datuk Seri Abdullah Ahmad Badawi). I am quite happy with the results and I think all the BN parties are equally pleased as far as the Sarawak side is concerned.”

Taib said that he had not studied the line-up properly but added that there were lot of new faces.

The two ministers from the state are Sarawak United People’s Party (SUPP) organising secretary Datuk Peter Chin Fah Kui who retained his portfolio as Plantation Industries and Commodities Minister and the newly appointed Natural Resources and Environment Minister Datuk Douglas Uggah Embas, who was formerly Deputy Transport Minister.

Douglas is PPB senior vice-president, while among the nine deputy ministers from Sarawak is PBB youth vice chief Datuk Seri Sulaiman Abdul Rahman Abdul Taib, who is Taib’s son, appointed as the new Tourism deputy minister. Its youth chief Fadillah Yusof has been appointed as the new deputy minister of the Science, Technology and Innovations Ministry.

The others are PBB assistant secretary-general Datuk Rohani Abdul Karim, who has been promoted from parliamentary secretary to deputy minister of the Agriculture and Agro-Based Industry Ministry.

As for the SUPP, its vice president Datuk Robert Lau Hoi Chew has been retained as the Housing and Local Government deputy minister while another of its vice president, Datuk Yong Khoon Seng, was promoted from parliamentary secretary to deputy minister of the Works Ministry.

Parti Rakyat Sarawak (PRS) retained its two deputy ministerial posts with Datuk Joseph Salang Gandum being appointed as the new Energy, Water and Communications deputy minister and Joseph Entulu Belaun as Rural and Regional Development Deputy Minister.

For the SPDP, its senior vice-president Datuk Jacob Dungau Sagan has been appointed as the new International Trade and Industry Ministry deputy minister and Jelaing anak Mersat the new Domestic Trade and Consumer Affairs deputy minister.

Meanwhile, SPDP president Datuk Seri William Mawan expressed gratitude to Abdullah for giving the confidence to two of its MPs to be included in the new cabinet.

In KOTA BAHARU, Kelantan Umno chief Datuk Seri Annuar Musa the appointment of two ministers from the state namely Datuk Mustapa Mohamed as the Agriculture and Agro-based Industry Minister and Zaid Ibrahim as Minister in the Prime Minister’s Department augured well for the people.

In MELAKA, its Chief Minister Datuk Seri Mohd Ali Rustam, who is also Umno vice president, said the new cabinet was a formidable team that would be able to fulfil the aspirations of the people.

“I believe the new Cabinet members will be able to bring about the needed change and enhance the delivery system, ” he said and thanked Abdullah for appointing two Melaka MPs namely Datuk Wira Abu Seman Yusop as Deputy Defence Minister and Datuk Idris Haron as Deputy Higher Education Minister.

Bermula dengan penangguhan majlis angkat sumpah dua hari selepas pilihanraya umum 8 Mac, krisis pelantikan menteri besar Terengganu terus berlarutan hingga saat ini.

Tarikh penting krisis menteri besar Terengganu

10 Mac - Majlis angkat sumpah menteri besar Datuk Seri Idris Jusoh di Istana Maziah, Kuala Terengganu ditangguhkan ke suatu tarikh yang tidak ditetapkan.

11 Mac - Idris, wakil Jertih dan juga pengerusi BN negeri, kelihatan sugul dan tegang apabila media bertanya persoalan beliau tidak mendapat perkenan istana sebagai menteri besar bagi penggal kedua.

12 Mac - Nama Datuk Ahmad Said, wakil rakyat Ajil, antara tiga nama yang disebut-sebut menggantikan Idris.

Setiausaha perhubungan Umno negeri Datuk Rosol Wahid, wakil Ajil, dan Datuk Mohamad Awang Tera, wakil Chukai, turut dinamakan.

Mohamad menafikannya kepada Malaysiakini dan menyebut beliau dan wakil-wakil BN akan berdiri di belakang Idris.

14 Mac - Idris mengesahkan tidak hadir dalam pertemuan semua 24 wakil BN dengan Majlis Penasihat Pemangku Raja (MPPR) yang dijadual diadakan di sebuah hotel di Putrajaya.

15 Mac - Pertemuan wakil-wakil BN dengan MPPR dibatalkan dua jam sebelum dijadual berlangsung 11 pagi.

Seramai 20 wakil BN bertemu Perdana Menteri Datuk Seri Abdullah Ahmad Badawi berhubung pelantikan menteri besar Terengganu, selain menyatakan sokongan mereka kepada Idris.

Istana Terengganu dilaporkan menafikan pembabitannya dengan isu pelantikan jawatan itu.

18 Mac - Idris menyeru penduduk Terengganu bertenang sewaktu negeri itu ketiadaan menteri besar dan berkata beliau masih belum mendapat apa-apa maklumat mengenai upacara mengangkat sumpah jawatan tersebut dari pihak istana.

19 Mac - Peguam Negara mengeluarkan kenyataan bahawa Duli Yang Maha Mulia Seri Paduka Baginda Yang di-Pertuan Agong tidak terlibat dalam pemilihan calon menteri besar.

Menurut perlembagaan, kata beliau, Baginda dilarang menjalankan fungsi sebagai Sultan Terengganu kecuali fungsi sebagai ketua agama Islam.

Tan Sri Abdul Gani Patail menambah, dengan itu Yang di-Pertuan Agong tidak mempunyai calon baginda sendiri bagi jawatan tersebut dan menyedari hakikat bahawa urusan pelantikan sepenuhnya pada MPPR.

20 Mac - Polis menahan empat lelaki berusia 23 hingga 27 tahun kerana dipercayai membawa 20 helai kain rentang kira-kira 1.45 pagi mengenai pelantikan menteri besar di Jalan Sultan Mahmud, sebatang jalan utama di Kuala Terengganu.

21 Mac - Empat lelaki tersebut, yang disiasat antaranya menurut Akta Hasutan dan Akta Penerbitan dan Mesin Cetak, dibebaskan.

Polis memberi amaran kepada penyebar SMS, yang dilaporkan semakin meluas sejak beberapa hari lepas, tentang isu pelantikan menteri besar.

22 Mac - Pejabat Sultan Terengganu melantik Ahmad sebagai menteri besar dan majlis angkat sumpah diumumkan pagi esoknya.

Seramai 22 wakil BN, yang diketuai Rosol, mengumumkan untuk memulaukan majlis tersebut.

Buletin Utama TV3 melaporkan, seorang ahli politik Terengganu (yang tidak dinamakan) kini sedang disiasat Badan Pencegah Rasuah (BPR) berhubung beberapa projek di Kijal.

Setiausaha agung Umno Datuk Tengku Adnan Tengku Mansor memberi amaran kepada Ahmad agar tidak menerima pelantikan tersebut atau sedia menerima tindakan disiplin.

23 Mac - Majlis angkat sumpah ditangguhkan dan Ahmad hanya menerima watikah pelantikan daripada MPPR.

Rosol, bagi pihak kumpulan wakil rakyat BN yang memboikot majlis tersebut, menyerahkan memorandum sokongan untuk Idris dipilih sebagai menteri besar kepada MPPR.

Rosol juga menyatakan Umno negeri telah melucutkan keahlian Ahmad.

Idris bertolak ke Kuala Lumpur untuk bertemu Perdana Menteri selepas sidang akhbar di kediaman rasminya.

Perdana Menteri menyifatkan pelantikan Ahmad tidak mengikut Perlembagaan kerana Ahmad tidak mendapat sokongan majoriti wakil BN.

Malam ini di Kuala Lumpur, semua 23 wakil BN terus mengulangi ugutan untuk melepaskan jawatan Ahli Dewan Undangan Negeri jika Ahmad dilantik MB.

Rosol, di sidang media itu, menafikan kenyataan timbalan ketua badan perhubungan Umno negeri Datuk Tengku Putera Tengku Awang bahawa semua ketua bahagian menolak Idris.

Hanya bahagian-bahagian Hulu Terengganu (diketuai Tengku Putera), Marang, Dungun dan Kemaman (diketuai Ahmad) menolak Idris (ketua bahagian Besut); manakala Kuala Terengganu, Kuala Nerus dan Setiu menyokongnya.

Peguam Negara menasihatkan Pemangku Raja Terengganu dan MPPR agar melantik seseorang yang mendapat dukungan majoriti wakil rakyat seperti termaktub peruntukan Undang-Undang Bagi Diri Kerajaan Terengganu.

Tan Sri Abdul Gani Patail berkata beliau memohon menghadap Seri Paduka Baginda Yang di-Pertuan Agong, yang juga Sultan Terengganu, untuk menjelaskan fakta-fakta dalam isu tersebut.

BN kekal Prestasi Cemerlang Di sarawak

KUCHING: Barisan Nasional (BN) Sarawak menang besar di 29 daripada 31 kerusi Parlimen di negeri ini, dengan cuma kalah di satu kawasan, manakala keputusan bagi satu lagi kawasan iaitu Parlimen Hulu Rajang, ditangguhkan sehingga ke petang ini.Penangguhan keputusan di Hulu Rajang disebabkan pengundian di dua kawasan perlu diadakan semula, selepas bot yang membawa petugas Suruhanjaya Pilihan Raya (SPR) di Uma Sekapan Piit dan Uma Balo Kasing Long Amo, karam berikutan arus deras pada kira-kira jam 10.10 pagi semalam.Hanya 26 daripada 31 kerusi Parlimen di Sarawak dipertandingkan, selepas lima calon BN menang tanpa bertanding iaitu Norah Tun Rahman di Tanjong Manis, Datuk Wahab Dolah (Igan), Alexander Nanta Linggi (Kapit), Aaron Ago Dagang (Kanowit) dan Joseph Entulu Belaun (Selangau).Daripada 25 kerusi keputusannya diumumkan malam tadi, BN cuma tewas di Bandar Kuching, yang sememangnya disandang DAP sebelum ini, tetapi menang besar di 24 lagi kawasan. Keputusan pertama diketahui seawal jam 7.20 malam tadi apabila calon BN di Parlimen Lawas, Henry Sum Agong, yang mendapat 8,526 undi, mengalahkan calon PKR, Japar Suyut, yang mendapat 734 undi. Calon PKR itu turut hilang wang pertaruhan.Keputusan pilihan raya umum di Sarawak kali ini turut menyaksikan semua Menteri, Timbalan Menteri dan Setiausaha Parlimen dari Sarawak menang termasuk Entulu, Timbalan Menteri di Jabatan Perdana Menteri yang menang tanpa bertanding di Selangau, pada hari penamaan calon.Menteri Perusahaan Perladangan dan Komoditi, Datuk Peter Chin Fah Kui, menang di Miri apabila memperoleh 19,354 undi mengalahkan pencabarnya, Fong Pau Teck (DAP) yang mendapat 14,138 undi.Empat lagi Timbalan Menteri mengekalkan kerusi masing-masing ialah Timbalan Menteri Kemajuan Luar Bandar dan Wilayah, Datuk Dr Tiki Lafe, di Parlimen Mas Gading; Timbalan Menteri Pengangkutan, Datuk Douglas Uggah Embas (Betong); Timbalan Menteri Luar Negeri, Datuk Joseph Salang Gandum (Julau) dan Timbalan Menteri Perumahan dan Kerajaan Tempatan, Datuk Robert Lau Hoi Chew.Dua Setiausaha Parlimen yang berjaya mempertahankan kerusi masing-masing ialah Datuk Yong Khoon Seng di Stampin dan Datuk Rohani Abdul Karim di Batang Lupar.Kejayaan paling bermakna tentunya bagi calon BN dari Parti Rakyat Bersatu Sarawak (SUPP) di Stampin, Sibu, Lanang dan Sarikei, yang dianggap sebagai kawasan panas sebelum ini dengan pencabar terdekat mereka daripada DAP.DAP bagaimanapun berjaya mempertahankan kerusi Parlimen Bandar Kuching menerusi penyandangnya, Chong Chieng Jen. Chong memperoleh 22,901 undi berbanding calon BN yang juga Ketua Pemuda SUPP, Alan Sim Yaw Yen yang hanya mendapat 12,949 undi.Chong juga berjaya menambah jumlah majoritinya kepada lebih tiga kali ganda kepada 9,952 undi, selepas hanya memperoleh majoriti 2,041 undi pada 2004.DAP kalah di enam lagi kerusi ditandinginya. PKR kalah teruk di semua 12 kerusi ditandinginya, Parti Kebangsaan Sarawak (Snap) kalah di semua tiga kerusi, Pas kalah di satu-satunya kerusi yang ditandinginya dan kesemua 13 calon Bebas turut tewas. Seramai 3 calon PKR dan tujuh calon Bebas turut hilang wang pertaruhan.
